Level 3 Communications Opens World Headquarters in Colorado

BROOMFIELD, COLORADO, November 1, 1999 – Level 3 Communications, Inc. (Nasdaq: LVLT) today officially opened its new corporate headquarters in the Interlocken Advanced Technology Park in Broomfield, Colorado. At the grand opening, Level 3\'s President and CEO James Q. Crowe thanked Colorado Governor Bill Owens and more than 400 invited dignitaries for their support of one of Colorado\'s newest corporations. "We are proud to be a part of the remarkable renaissance that is occurring here in the \'Silicon Rockies\' as Colorado takes its rightful place as one of the fastest growing and most important centers of technology and communications in the country," said Mr. Crowe during opening remarks. "From the start, Level 3 has made Colorado part of its business plan and corporate culture. More importantly, we have received an extraordinary welcome from the people of Colorado, and we want to thank them for their warmth and support." "Thank You Colorado" Mr. Crowe delivered his address before a 3-story high banner, which read "Thank You Colorado," underscoring the company\'s appreciation for the welcome it has received.

The grand opening celebration included comments by Colorado Governor Bill Owens, Broomfield Mayor Bill Berens, Level 3 Chief Operating Officer Kevin O\'Hara, music performed by the University of Colorado Marching Band and a flag-raising ceremony by the Peterson Air Force Base Color Guard. Elected officials and dignitaries from the region, who attended the ceremony, were provided tours of the new Level 3 corporate campus complex. The tours included Level 3\'s state-of-the-art Data and Network Operations Center, which monitors the company\'s entire U.S. network.

Level 3, which is the third largest corporation in the state based on market value, has already become one of the fastest growing employers in the region, hiring 1,000 new employees this year alone. The company\'s aggressive international network expansion and rapidly growing customer base are driving the need to hire employees at a rapid pace. As the company officially opens its new headquarters in Colorado, it is already one of the top ten employers in the area. Recognizing that Level 3 would be competing for very specialized employees – computer scientists, electric engineers and network engineers – in a tight labor market, the company retained Arthur Anderson Consulting in 1997 to conduct a nationwide study which included surveys of hundreds of young high-tech professionals and engineering students across the country. The study factored in a number of considerations, such as the need for an international airport, the need for sufficient community infrastructure to support a large and growing employee base, geographic location, lifestyle and opportunities for continuing education. The study analyzed a number of possible locations, including Silicon Valley, the Northern Virginia high-tech corridor outside Washington, D.C., Boston and North Carolina\'s high-tech triangle.

"The results of the study indicated that the Denver area not only ranked at or near the top with each group, but also had no negatives, and Colorado became a clear choice for us," said Mr. Crowe. "Clearly it was the right choice as we have met and exceeded our recruiting goals in a very tight labor market. More than half of our nearly 3,800 employees are located in Colorado. Additionally, more than 15 percent of our employees in Colorado are graduates of the University of Colorado system." Level 3\'s executive leadership chose Colorado\'s Front Range to locate its worldwide headquarters and leased office space in Golden and Louisville before constructing its 42 acre campus complex in Broomfield\'s Interlocken Advanced Technology Park. Today, Level 3\'s Broomfield campus houses close to 1,000 employees of the 1,800 located in Colorado; Level 3 has 3,800 employees to date worldwide.
